Africa’s Food Systems Will Not Transform Without Parliamentary Accountability
Hon. Françoise Uwumukiza, Deputy Secretary-General, African Food Systems Parliamentary Network (AFSPaN), has published an article in IPS News discussing the role of African Parliamentarians in implementing the Kampala Declaration and CAAPD Strategy and Action Plan.
As she notes, Africa’s challenge lies not in a lack of ambition, but in ensuring that governance and accountability mechanisms are strong enough to turn commitments into results. The Kampala Declaration and CAADP Strategy and Action Plan calls on legislators to align national laws to continental targets, ensure that agriculture, nutrition, climate and trade policies work in concert, and subject executive commitments to real oversight.
This mandate matters as it will allow Parliaments to legislate for long-term resilience.
